Resolution:
This can be accomplished using XML Instance component of Turbo XML. Open the XML file and choose “Set Schema” from the toolbar.  Make sure you select the top-level document, CBL.sox, xCBL30.sox, or CBL.dtd, from the CBL files.  If you are creating the XML file from scratch, open a new document(File>&gtNew>&gtXML Document) and choose “Set Schema” from the toolbar.  Once you select the correct file, you will be prompted to select a root element for the document.  You can then type PurchaseOrder or Invoice or whatever type of document you wish to create.
