Resolution:
The xCBL, like many industry standard schemas, is composed of many modules.  The definitions are shared among the modules so all of the modules must be available even if you only need to use one type (Purchase Order, Invoice, etc.) of document.  To correctly open and display the schema, you need to open the "top level" schema (e.g. CBL.sox or CBL.dtd).  The top-level file is called xCBL30.sox in version 3.0 of the xCBL.
