Resolution:
The design-time adapter can manage multiple users concurrently. For example, three users can have three separate instances of TIBCO Designer running and be configuring three separate adapter instances at the same time, with one design-time adapter serving all three users.
If somebody wants to run multiple instances on the same subnet for some reason, they have to modify the "service" parameter in "adbDTA40.dat" located in your %ADB_HOME%\bin directory & "adbpalette40.dat" located in your
%DESIGNER_HOME%\java directory.
