Why can't I set QUEUE_MAX, QUEUE_HIGH and QUEUE_LOW through Global variables?

That cannot be done because these fields (The Text box only except numeric values ) are numeric and only numeric values can be entered (not values like %%var%%). An enhancement had been logged to enable numeric fields to take global variables.
