The user based security you saw in Repo 4.x server.ini file is used in conjunction with BW (Business Works). It is not for TIBCO Repository security usage. TIBCO Administrator 5.0 will replace Repository and will provide the security feature. If the user level security is a must for you, please upgrade your TIBCO Repository to TIBCO Administrator 5.0 when it is GA'ed.
