Resolution:
Check your "Scheduler Activation" in the CMQ session.
This field is set in 'seconds'. If it's set to '10', then the only CMQ memeber will become a scheduler after 10 seconds. If it's set to '100', then it'll become a scheduler after more than a minute. That means, you have to wait for more than a minute to see it really starts to work.
