Resolution:
The Server_Start_Delay option specifies how long (in seconds) the RT process sleeps between traversals of ***the list of names*** in the Server_Names option.
SmartSockets waits Server_Start_Timeout amount of time for an RTserver to start, then the list of server names is traversed to the next server_name in the list. When traversing the list is complete, SmartSockets waitsServer_Start_Delay amount of time before looping back to the beginning of the list. The number of times that this process is repeated is Server_Start_Max_Tries.
