Resolution:
Durables must get an acknowledgement for an acknowledgement from the server, while normal subscribers do not. If durable does not wait for acknowledgement to an acknowledgement then if the server goes down and comes back up the message may be redelivered. Normal subscribers do not have such problem obviously since old messages are never redelivered to them.
