Resolution:
Since DataSets re-use task inputs, when using DDT the fileserver of the Driver that created the set must be up for the duration of the set. If using the same Driver for each Job, set the fileserver port to a port other than 0 so that the port is static. If using the set from various Drivers, it is best to use an external fileserver that is guaranteed to be up.
