Resolution:
If Engines are throwing connection refused exceptions to the Driver, it could be related to a limitation of server applications on Windows machines. Windows NT 4.0 Server, Windows 2000 Server and Windows XP Server have a maximum backlog of 200 connections, while Windows NT 4.0 Workstation and Windows 2000 Professional accept a backlog of 5.

In this situation, it is possible to increase the number of HTTP fetch attempts to increase the chances of getting a connection. This is done in the Administration Tool on the Manager tab, on the Manager Configuration page, in the Communication section, by changing the value of Attempts, either in the Driver Data Transfer or __Engine Data Transfer __sections, depending on which connections have failed.
