Resolution:
The Max Cpu No value in the GridServer license limits the total number of potential CPUs allowed in the Grid, regardless of whether or not an Engine Daemon is enabled, and whether its Engines are logged in. If you need to have more than this many CPUs available, even if they all won't be used at any given time, you will need to get a new licence with a larger value.
