Resolution:
The protocol between servers is optimized to perform well in a WAN environment.

The protocol between a server and a consumer depends on the acknowledgement mode.  For instance auto_ack mode or client_ack mode (if acking each message) are not well-suited to a WAN environment because of the round-trip times.  dups_ok would perform better in a WAN but probably still not as well as server to server.
