TIBCO Runtime Agent 5.1.2 includes TIBCO Enterprise for JMS 3.1.1 client code.  The TIBCO Enterprise for JMS 3.1.1 C client code has a memory growth problem. A future patch of TIBCO Runtime Agent 5.1.2 will include the TIBCO Enterprise for JMS 3.1.2 C client code.
