Resolution:
The rv.notifier.* parameters in those 2 files specify the RV values that the domain uses to notify members that a commit has happened when a database backend is used. It is also used for controlling the RVFT configuration for internal POF fault tolerant services. The current use of those fault tolerant services is for LDAP synchronization.
The values should be consistent across both of these files on every machine in the domain.
