Resolution:
The CI TIB_CI_COMPINTFC , which is part of the project that comes along with the peoplesoft adapter (present under <Tibco_Home>/data folder) , needs to be imported, built and given the necessary permissions. This CI is used by the design-time adapter to retrieve the list of Component Interfaces in the database.
