We have identified this as a shortcoming in BW 5.1.3 when used with hotfix 2 of BW 5.1.3. The development team has confirmed that the issue goes away when using a current Engineering build of TRA 5.1.3 hotfix2 (it is not yet released). As of this writing, TRA HF2 is scheduled to be released 7/9/04.
