Resolution:
RHEL3 machines with the 2.4 kernel do not properly report CPU usage. GridServer 4.0 Patch 20041101 provides a workaround for this issue.

There is also a potential issue with Linux 2.6 kernels where CPU usage for child threads is not reported in /proc/pid/stat. This problem has been confirmed in SuSE Linux 9.1. Note that SuSE SLES-8 machines with the 2.4 kernel appear to be unaffected.
