Resolution:
Although TIBCO Enterprise Message Service (EMS) is relying on timers, the timers within EMS are not affected by automatic time changes since those changes really only affect the local time zone offset from UTC.  The timers use the value that represents seconds (and milliseconds or microseconds depending on platform) since January 1, 1970 UTC and ignore the local time zone information.

So an automatic change of the time zone (or a manual user change) should not affect the timers.

If the user actually changes the clock value, rather than the time zone, then this will affect the timer and expiration operation.
