Resolution:
Set the following rv parameters you are using in bc/resource/toolbox.xml

&ltrvservice></rvservice>
&ltrvnetwork></rvnetwork>
&ltrvdaemon></rvdaemon>

Also make sure the &ltrepoUrl> matches with the repoUrl in BCMiscProperties.cfg
