Resolution:
When adding a csdd file to the Director's deploy/services directory, it may not result in the file being replicated to Brokers.
This is a known issue when using Weblogic.
Weblogic implements its own java.net.URLStreamHandler, which ignores the addRequestProperty method. This causes authentication for the Broker to Director resource synchronization to fail. The workaround for this issue is to set a Java System property to make Weblogic use the Sun URLStreamHandler implementation instead.
The property is: -DUseSunHttpHandler=true
This can be set in the environment variable JAVA_OPTIONS, which Weblogic picks up in its startup scripts.
