Resolution:
For XML Canon 3.0 running on Windows 2K and XP, start -> Run -> regedit -> HKEY_LOCAL_MACHINE\SYSTEM\ControlSet001\Services\xc_tc\Parameters and modify the following two Parameters:
tibco.env.HEAP_SIZE_MAX
java.heap.size.max
