This is appllicable is you are using TIBCO BusinessWorks FormBuilder 5.2 with TIBCO BusinessWorks 5.3.
The FormBuilder tester fails to start in Designer with the following error -

This happens when TIBCO BusinessWorks Formbuilder 5.2 is used with TIBCO BusnessWorks 5.3

This issue will be addressed in TIBCO BusinessWorks 5.3.1
