Resolution:
TIBCO Enterprise Message Service (EMS) 4.3 and earlier versions account for both bridged and monitor messages generated in the server as part of the inbound message rate. It explains why the inbound rate is sometimes higher than the rate of actual incoming messages.

From EMS 4.4 onward, this behavior is changed so that the inbound message rate only reports messages that originate from connections, not messages generated internally due to bridged destinations or monitor messages.
