Resolution:
In the United States, 2am is right at the cusp of the DST changeover

winter to summer : During the transition from standard time to Daylight saving time, this is what happens to the clock on each second...
1:59:58 am - standard time
1:59:59 am - standard time
3:00:00 am - DST(summer time)

As you see the time between 2:00:00am and 2:59:59am is non-existent. So, do you think it’s a good idea to set the time between 2am and 2:59:59am ? This is highly NOT recommended. If you do so, you are running into an indeterministic area and can see unexpected behaviour in BW.

As you see the time between 1:00:00am and 1:59:59am repeats twice. So, you would run into a problematic area if you set the time between 1:00:00 a.m. and 1:59:59 a.m.

It is best not to set trigger time between 1:00:00am and 2:59:59am for any timezone in the United states.  Upto 12:59:59am should be ok or 3:00:00am and after should be ok.

In most countries, the jump-in time happens between 12am and 3am.
Ex: in Europe it happens at 1am UTC

So, the general rule of thumb is don't set trigger time for the timer process starter one hour before DST crossover and one hour after DST crossover.
