Description

Resolution:
The RTservers were able to create a TCP level connection and a SmartSockets connection, but they were unable to initialize the information needed about the two servers to start the protocol between them on time. This information is called "priming" and includes entire subject tables, monitoring information, etc. . This could be a sign of one of one of the  RTservers being very busy or potentially a network related issue.
