No. TIBCO BPM 3.0 designer requires IcMigrator which is not released with TIBCO InConcert 7.2. Further the IcMigrator 7.1 can not communicate with a TIBCO InConcert 7.2 server. Hence you would never be able to modify your workflow in BPM Designer or create a new one.
