Resolution:
When deploying a BW project with a BC connector included, make sure that the $BW_HOME/plugins/lib/bc directory is included in the tibco.env.CUSTOM_EXT_PREPEND_CP path of your project. Including the bcplugins.jar file in the EAR file will not insure that the project will pick up the jar file.
