“On August 8, 2005, President George W. Bush signed the Energy Policy Act of 2005. This Act changed the time change dates for Daylight Saving Time in the U.S. Beginning in 2007, DST will begin on the second Sunday of March and end the first Sunday of November. The Secretary of Energy will report the impact of this change to Congress. Congress retains the right to revert the Daylight Saving Time back to the 2005 time schedule once the Department of Energy study is complete.”
Because of these changes, TIBCO, like many other software vendors, has been getting many questions with regards to how this will impact our products. At high level, this change will have very little impact on our products since DST and the changes associated with it are functions of the Operating Systems and JVMs that our software runs against. Customers that are concerned about this change are advised to make sure all their operating systems and JVMs have been patched to the versions that are reported to address the changes being made to DST.
Most of TIBCO products are C/C++ and/or Java based. For C/C++ based TIBCO products, the DST fix on the OS is required. For pure Java based TIBCO applications, the DST fix on the JRE is required. This is especially true if you use TIBCO products that do not include a JRE and require your own installation of a JRE. Some TIBCO products use both C/C++ and Java. It is strongly recommended that you patch both the OS and JRE environments with the DST fix. There is an exception for TIBCO BusinessConnect. Corticon is a third party software that is included in TIBCO iProcess Decisions and TIBCO iProcess Decisions Studio. Please read the attached file, "CorticonDST.pdf", for the recommendation from Corticon for changes needed to handle this DST change.
TIBCO Runtime Agent (TRA) is a TIBCO infrastructure product that is used by many other TIBCO products such as BusinessWorks and Adapters. TIBCO TRA bundles JRE with it.
Customers that are using TRA 5.2.x and 5.3.x are strongly advised to upgrade to TRA 5.3.3, which includes JRE 1.4.2 builds that have the DST fix. TRA 5.3.3 went GA on January 24, 2007.
TRA 5.4.x is shipped with JRE 1.5.0_06 for Solaris, Windows, and Linux, released by Sun Microsystems. The DST fix is included in these JREs and no TRA or JRE upgrade is required for TRA 5.4.x running on these platforms. However, for HP-UX and HP-Itanium, JDK 5.0.02 released by HP is included in TRA 5.4.x, and HP's JDK 5.0.02 does not have the US DST fix according to HP. For AIX, Java 5.0 SR1 released by IBM is included in TRA 5.4.x which has the US DST fix but not the Canada DST fix. Customers that are using TRA 5.4.x on HP-UX, HP-Itanium, and AIX platforms are strongly advised to upgrade to TRA 5.5.1, which will be available in late February of 2007. For customers who cannot upgrade to TRA 5.5.1, please see the attached document for instructions on how to manually upgrade the JRE version. The document is written for TRA 5.3.2; please make necessary adjustments for your TRA version accordingly.

According to IBM, Java 5.0 SR3 or later versions are required for both the US and Canada DST fixes. We plan to issue TRA 5.5.1 service pack in late February of 2007 which will include the latest JRE versions available to us. For customers who cannot upgrade to TRA 5.5.1, please see the attached document for instructions on how to manually upgrade the JRE version. The document is written for TRA 5.3.2; please make necessary adjustments for your TRA version accordingly.
We have no plan to issue any patch for earlier TRA versions, which may have already fallen out of our regular support cycles. Customers are strongly advised to upgrade to the later TRA versions at their earliest convenience.
We continue to evaluate the impact on external systems such as databases that may also adversely affect our technology. If we find an issue with any of our products that may be caused by this DST change, we will make an announcement (via Late Breaking News) to our customers. On March 8, 2007 Sun issued an alert for Java, Sun Alert 102836. The alert states that the introduction of Olson Timezone (TZ) data, version 2005r or greater, may break backward compatibility for the Eastern, Hawaiian, and Mountain time zones, under certain circumstances. For more details, please refer to Sun’s website, http://java.sun.com/developer/technicalArticles/Intl/alert.html. This alert essentially affects all the current versions of JRE. The only resolution available is to run the "Time Zone Updater Tool" for v1.4.x+ as follows:
java -jar tzupdater.jar –f –bc
As a result of Sun’s alert, we also recommend customers to run the similar tool provided by HP or IBM on their environments.
