Resolution:
The UserKey parameter that is can be set inside a SpecBuilder guideline can only be used for inbound transactions. It can not be used on outbound transactions.
If you wish to mark outbound transactions, use the DocumentID field which is sent from BC to BW for every outbound transaction.
