When I lauch Designer, and use the "New project from template", it always open to ....Document Setting\UserID\.TIBCO\templates ... Is there anyway for enduser to "overrride" this default?

Resolution:
There is a file named Designer5.prefs in the directory C:\Documents and Settings\<LOGIN_USERNAME>\.TIBCO
This file contains the preferences the designer uses to read user preferences. You will find one property like below, which contains the default path for templates directory, edit this property to have your preferred path here
user.templates.dir=C\:\\Documents and Settings\\<LOGIN_USERNAME>\\.TIBCO\\templates
For example if you want it to point it to c:\temp directory then change it to
user.templates.dir=C\:\\temp
