Resolution:
JRE 1.3.1_20 released by Sun is compliant with the new US DST change. You can download J2SE 1.3.1_20 from the following location:

http://java.sun.com/products/archive/j2se/1.3.1_20/index.html

1. Download SDK (not JRE) from Sun (URL given above) and install it under, say, c:\jdk1.3.1_20
2. Stop all your TIBCO applications and kill rvd running in the background
3. Assuming your tra is installed under: C:\tibco\tra, rename your existing folder 1.3.1 under C:\tibco\tra\1.0\jre\  to something like "1.3.1_orig" and create a new 1.3.1 folder
4. Copy everything under  C:\jdk1.3.1_20\jre to C:\tibco\tra\1.0\jre\1.3.1. The equivalent DOS command is, copy c:\jdk1.3.1_20\jre\* C:\tibco\tra\1.0\jre\1.3.1
5. Copy tools.jar file from C:\jdk1.3.1_20\lib to C:\tibco\tra\1.0\jre\1.3.1\lib

Now you can restart all TIBCO products and the new DST time should take effect.
