Resolution:
The underlying architecture for Siebel adapter does not support the reply being sent for the request when subscription service is configured. So the BW process will timeout waiting for the reply.
The RequesReply feature for BW's "Publish to Adapter" activity is not supported by Siebel adapter. As a workaround, Siebel adapter Request-Response Service can be configured which allows a reply (result code) back to requesting application.
