The FT HB interval used by Hawk Event Service is 1.5 sec non-configurable.
FT parameters used by Hawk Event Service:
activeGoal: 1
heartbeatInterval: 1.5 sec
preparationInterval: 0
activationInterval: 5 sec
Only FT RV transport parameters (-ft_rvd_session) and FT weight (-ft) are configurable.
