Resolution:
This is caused by installing the PGM version of RV instead of the TRDP version.  To tell the difference:"PGM daemons may not open a privileged port, but they do require opening a “raw” socket, which requires administrative privilege. So PGM daemons can only be run by users with  root privileges.

You can use either PGM or TRDP with InConcert as long as you run rvd as root if using PGM. What you can not do is have the InConcert server use say PGM and then have the InConcert clients use TRDP.  Both must use the same type of RV.

Note PGM uses as a default RV Service 7550 while TRDP uses default Service of 7500.  Both default to 7500 for the RV Daemon setting.

RV manual states the following:

"Identifying the Daemon Variant
------------------------------
Daemon executables and processes have the same name in either variant. For example, the Rendezvous daemon is named rvd. You can use the start banner, the log file, or the browser administration interface to distinguish between the variants:

* TRDP daemons do not indicate their variant in banners or browser interfaces. This absence implies a TRDP variant.

* PGM daemons explicitly indicate PGM in their banners and browser interfaces."
