Resolution:
If specifying a remote RV daemon as IC_TIBRV_DAEMON=host:7500 you will see two clients in the RV administrator window and four file handles used. To correct this use IC_TIBRV_DAEMON=tcp:host:7500. Both cases should work the same but they do not so you must add the "tcp:" in front of the environmental variable.
