Resolution:
It is required to have siteminder agent to be installed on the server where the CIM is installed. This siteminder agent has to be configured with the webserver and the siteminder policy server.
And regarding the authentication, the main part of the authentication will be done at the siteminder, which will pass the header to the webagent which in turn will pass the header information to the application server where the information in the header will be challenged against the properties in CIM with in Appserver which means that the CIM part of authentication will be done at the appserver level.
This is well documented in 7.0 SysAdmin guide.
