The cause of the problem was identified as a bug in SP2 of Windows Server 2003. After running the command ‘netsh int ip set chimney DISABLED’, the backup between the hosts dropped to near zero.
The Microsoft article http://support.microsoft.com/kb/942861 indicates the networking issues this bug causes with SQL server. Disabling this setting resolved the backlog issue.
