Resolution:
In case of Oracle DB, the easiest and quickest way is to drop the user itself in oracle and recreate the user with the same name again and run the oracle_xref.sql script. Sync ER model with DB and then try to seed the data into it.
If you don't want to drop the user then you have to truncate all part_ , map_ and cache_sync tables. It should put you back to initial state.
