Resolution:
This could be due to encoding issues that are due to rv libraries not getting loaded in proper order. Add tibrvj.jar as the first entry in the tibco.class.path.extended in the .tra file for administrator and hawkagent and restart the administrator and the hawkagents and redeploy.
