Description
Resolution:
1. Cluster wide - only the primary should have the property set to true, or absent - the default behavior
2. Every node when it starts - specify at each tra. So every node when it gets a chance to become primary it will execute the startup function
3. Any other combo will have be on the Application developer's use case.
