Resolution:
After Hawk 4.8.1, the tibhawkhma can only be started by root on AIX machine. By using the following solution, we can add the tibhawkhma to the reboot script and after the system reboot, the tibhawkhma will be started by root.
1. Modify $HAWK_ROOT/samples/etc/hawk2 file to start the tibhawkhma only. Please refer to the attached script file hawk2 on how to do it.

2. Add an entry to the /etc/inittab file as follows : (please change the HAWK_ROOT to the actual hawk folder.
hawk:2:once:&ltHAWK_ROOT>/samples/etc/hawk2 -start >/dev/console 2>&1

3. After that, you can reboot machine to start the tibhawkhma as root.

Several tips for TRA hawkagent:
1.    In the sample hawk2 file, we are starting the tibhawkhma by using the &ltHAWK_ROOT>/bin/starthma script. This script file will start the tibhawkhma with –file &ltHAWK_ROOT>/bin/hawkhma.cfg. If you want to use another configuration file for this domain, you can create a new script file to start the hma and change the hawk2 to use the new script file.
2.    If there are multiple domains on this machine and every domain has a dedicated tibhawkhma, you can create separate boot script and starthma script file for each domain. Add them all to the /etc/inittab file.
