Resolution:
The designer export and admin deployment (export) are slightly different in their behavior, especially with regard to managing workflow versions or overwriting the same version. The following section explains the behavior.

1). Overwrite flag=false

Deployment (Export) of Workflows checks whether the same version of the Workflow is present on IC or not. If it is present, the deployment (export) of Workflow is skipped even when the "Overwrite existing Workflows" flag is false. It will not create newer version of Workflow unlike the export from Designer. In order to have different versions in deployment (export), you have to configure the "Version" field of the workflow (increment the version number) in Designer, then recreate the application EAR and deploy it using appmanage, or the admin GUI.

Another option is use the Designer for exporting Workflows that will internally increase the version number of Workflows, and then do the export.

2)  Overwrite flag= True

Deployment (Export) of Workflows checks whether the same version of the Workflow is present on IC. If same version of Workflow is present, then the existing Workflow will be overwritten with the newer one, keeping the version number same.
