Resolution:
"Log on as a service" privilege is sufficient for an account configured for any Windows NT Service. BW engines have additional requirements however.

If while logged on as a non administrator user, one attempts to start the engine directly at the command line using the script under <Tibco_Home>\tra\domain\<DomainName>\application\<ApplicationName>\ directory-,  an error such as, "Failed to create the JAVA VM" may occur.

As mentioned in the documentation, BW installation requires an administrator account. It is assumed that the same account will be used at runtime.

BW does not run on its own on a system, it requires the Tibco Runtime Agent. The standard design is for the BW engine to run under the same account as the local Hawk Agent. The Hawk Agent spawns a tibhawkhma process that requires Administrator privileges.

It is not possible to start BW under a non administrator account.
