Currently, TIBCO Process Engine (Oracle) is not compatible with Oracle 11G unless using an Oracle 9i Client that is covered by an Oracle Extended Support agreement.
At the time of issuing this Solution TIBCO has no plans to provide support for Oracle 11G when using the TIBCO Process Engine (Oracle).
