Resolution:
Siebel adapter does not support SSL while connecting to Siebel.
TIBCO Adapter for Siebel adapter uses Siebel JavaDataBean APIs to connect to Siebel. But Siebel JavaDataBean support only RSA encryption, but not Microsoft Crypto or SSL.
While configuring the adapter, RSA encryption can be selected in the Design-Time connection tab of the adapter instance.
For this the property "Encryption Type" needs to changed to "RSA" at the Siebel application end for connecting the Siebel adapter to Siebel application with RSA encryption.
However in case of outbound services, the adapter receives events from Siebel over HTTP and this channel can be configured with SSL.
