Resolution:
Before cXML users create their own operations, TIBCO recommends that users import the standard operations provided with the product. You can find the import files under $BC_HOME_VERSION/protocols/cxml/samples/Transactions.
Once imported, users can delete those operations that are not needed, or at least compare their settings with the shipped ones if there are issues.
