Yes. TIBCO Adapter for CORBA is interoperable with JacORB.
Please note that interoperability is provided by the ORB. As per the JacORB documentation (http://www.jacorb.org/documentation.html), the following is mentioned:

"Basically, JacORB interoperates with any CORBA compliant ORB over IIOP. In practice, JacORB has been used successfully with at least the following ORBs: MICO, TAO, Orbacus, OrbixWeb, VisiBroker, ORBit, omniORB, Vitria C++ and Java ORBs.".
