The adapter cannot be configured to send the updated RowId in the reply while invoking a Workflow or BusinessService.

While invoking BS or Workflow, the adapter only forwards the reply from Siebel to the response message, and hence only if the response of workflow in Siebel contains rowid, it will be present in the reply from adapter.The only way to achieve this is to modify the workflow and send the Rowid to the response.
The RowId is returned in the reply only when updating a BusinessComponent or IntegrationComponent.
