Resolution:
Whether an Admin server is a primary or secondary is determined by a comparison of the value repo.master to the primary host name of the machine or its IP address.  

Most often when machines get renamed the repo.master value is not updated or modified correctly (tibcoadmin_&ltdomainName>.tra. This causes the primary server to think that it is a secondary server.  When no primary servers are available, you can not do any write operations.
