Resolution:
This error message gets originated from the Teradata Gateway. It may occur when either the Teradata Client libraries are incorrect.

Below is the error description in the Teradata documentation. Please visit www.teradata.com for the Online Documentation. The below excerpt is available in the Teradata Database document titled -  "Messages"

08071  Deprecated logons are not allowed by administrator. Upgrade client software to latest version.
Explanation:  The gateway detected a deprecated logon sequence and deprecated logons are not allowed. Upgrade the client application to a version which supports encrypted passwords or use gtwcontrol to allow deprecated logons.
